MOSCOW (Reuters) – Access to YouTube across Russia could be blocked under a new law that takes effect on November 1 if the portal does not remove a video mocking the Prophet Mohammad, the country’s communications minister said on Tuesday.

The video, which sparked violent protests in many Muslim countries, has been deemed extremist by Russian prosecutors who have now asked the court to ban it.

Under new legislation, Internet sites carrying content banned in Russia would be included on a special register, after which Internet providers would have one day to block access.

“Because of this video, YouTube could be blocked throughout the territory of Russia,” Communications Minister Nikolai Nikiforov, one of the opponents of the new law, wrote in his Twitter microblog. “If a law is passed it should be enforced.”

Google Inc, the owner of YouTube, rejected a request by the White House to remove the video but decided to block it in a number of Muslim countries including Egypt and Libya where U.S. embassies have been stormed by protesters. Russia is home to 20 million Muslims.

The court now has five days to make a ruling on whether the film is extremist but legal practice shows that on such matters Russian courts usually side with the prosecutors.

“If they abide by the court decision (and remove the video) no one will (need to) close them (YouTube) down,” said parliament member Ruslan Gattarov from pro-Kremlin United Russia who first raised the issue with the prosecutors. “Do we have to wait until violence comes here?”

Google’s Moscow office confirmed they received the prosecutors’ warning but said that such matters are handled at the company’s headquarters. Previously Russia has never blocked access to Google services.

Some influential Russian politicians, including former Deputy Prime Minister Igor Sechin, blamed social networks and popular Internet services for helping to stir dissent in developing countries including Russia.

Last year Russia’s domestic security service called for access to encrypted communication providers such as Gmail, Hotmail and Skype, saying the uncontrolled use of such services could threaten national security.

Anti-Kremlin opposition groups, which staged the biggest protests during President Vladimir Putin’s 12-year rule over the past several months, has extensively used Internet services to organize mass rallies and spread their message.

The Kremlin responded by rushing through parliament a string of restrictive laws which opposition described as a crackdown on dissent.

    Yea – thanks for admitting “some Muslims” – I would contend that “some Muslims” are actually a tiny few “Muslims” in a population of 1.5 billion!

    “Abuse?” No. But again you are ignoring your subtext: People know that any criticism, provocative or not, will incite some Muslims to murder. That, to me, is the real problem. Obnoxious behavior just doesn’t rise to the level of killing. Why does criticism of Islam? If people kill because of “insults” to Islam (which is not even human but rather a system of thought), then is not Islam part of the problem since it seems to inculcate that in some of its followers?

    You also continue to make assumptions about me and what I am saying that are unwarranted. I didn’t mention Wilders or cartoons.

    I have no wish to defend wilders but he is alive and is covered under the laws of slander and libel. Such a cartoon would be considered libellous.

    I have never implied that – but “criticism of Islam” from Islamophobes implies that Islam itself is a problem and that “some Muslims” don’t cause problems — but ALL Muslims cause problems. Yes – its a security problem when some abuse free speech to provoke rioting in other countries – and do so to work toward a world of conflict based on “clash of civilizations.” I suggest you read Huntington’s book — and anyone who actively promotes a world order based on “Clash” is, indeed, a threat to world peace!

    As for WHO cannot take criticism – you should know that it’s Geert Wilders, the so-called Champion of Free Speech – that cannot take criticism – and people have been silenced and/or Wilders claims “I’m being threatened” and people are prosecuted.

    Most of your response had nothing to do with what I said, so I will ignore it. What you seem unaware of is your subtext which is that Islam or Mohammed cannot be criticized because it causes a security problem because EVERYONE KNOWS that some Muslims will kill over it.

    Ilisha – I would insist that we place things in perspective, and that includes how much some in the media like to jump on “troublesome Muslims.”
    There is already study and work underway to place “Muslim riots” in some kind of proper context (as the link shows).

    It would be a worthy study to compare the estimated number of “rioters” to the national population, as well as the number of peaceful protesters and people who did not “riot.” The peaceful protesters probably outnumber the riotors…

    Now – Free Speech Martyrs – come back and say that “they” have no right to protest, or that even peaceful protests “say something about Them.”

    Furthermore – isn’t the EDL a constant threat for riots when they hold one of their “demos?”

    Well – when making claims of who is actually troublesome for “riots”- the radical right Islamophobes, EDL, especially, should not be leftout. We do have numerous videos of EDL riots, including property damage and policemen being hauled off on stretchers…

    I won’t be able to post today, but I like your suggestion and hope someone can pick it up soon. We should focus more on how the media exaggerated the protests–we’ve touched on it a little but it deserves more attention.

    Excuse me – relief – but I have said that attempts to “control speech by governments” is problematic. Individuals and groups DO have THEIR freedom of speech to to call for boycotts and protests.

    The Piss Christ photo itself was damaged by a hammer-welding person. The exhibition had to close due to threats. The Piss Christ is threatened where ever it goes…Catholics constantly condemn the Piss Christ, but this does not sabotage relationships between nations and not intended to provoke a world order based on conflict between “Western civilization” and “Islamic civilization” as this “film” clearly does.

    It is the proper response for governments to take security measures against this type of security threat – and that is a greater concern than the ‘free speech rights” of a scumbag felon fraudster in California.

    The “riots” over this “film” were small in comparison to the population of the countries that had them. The notion that “the Muslim world is on fire” is just plan WRONG!

    @Tinka – on my bookshelves somewhere you could find Lolita (which describes a sexual liaison with a very young girl) and The Dialectic of Sex by Shulamith Firestone (which advocates, AFAIR, such relationships). These are quite different from images procured by forcing or coercing children into illegal sexual acts and are not banned. Neither should images of Muhammed be banned, even highly offensive ones.

    Yea, like wow, man! YouTube is a private company, owned by Google, and nations of the world arm-twist private companies all the time to meet standards to operate in the nation. This arm-twisting is also done by the European Union. If you want to do business in a country – you had better play by the rules. Pressure to a private company to change user policies on posting videos that provoke international crisis and threaten international security is sorely needed.

    Are boycotts and pressure on advertisers also “violations of free speech?!”

    Oh, unless YT is a “person” and companies have “freedom of speech.” Yea – I’m aware of the right trying to hang the “you hate freedom of speech” thing on people like me. Nope – I don’t hate “free speech,” just the irresponsible use of it for the purpose of advancing ethnic and religious divisions in the international system. International security comes before “free speech” – especially the irresponsible abuse of it!

    Anybody that argues that “Muslims hate free speech” (Muslims DO NOT “hate free speech”) need to go and look up what happened when the Piss Christ went on display in Paris a few years ago…

    I don’t believe it, I’m Muslim so I have never been the none to side with loons but freedom of speech takes precedence of all, so it is in this perspective that we find ourselves ponders the depths of just what it takes to truly fight hate speech without censorship.

    I appreciate the sentiment but the means are completely wrong, I’m opposed to cenorship; it limits freedom (not to mention it propels the notion that the “MOOOZLIMZ” control the EARTH)

    You know my views on the lack of freedom of speech for Muslims and the political Left throughout the Western world.

    I don’t believe that Russians losing YouTube should be forever — but part of an international effort to get YouTube to change its policies with regard to videos that are clearly, without a doubt, intended to provoke reactions.

    I view this video as un-American in itself as it could also be intended to destabilize the relationships that America was working on with these fragile Middle East democracies.

    Russia needs to pay attention to this ilk “Clash” radicals and extremists, as it could mean disruptions in relationships, including economic, with Europe. It means a return to counter-productive hostilities. I believe that it’s no accident that the Romney campaign still thinks of “Russia” as the “Soviet Union.” Both Greece and Serbia need to pay attention – as it could mean being kicked out of Europe, and Greece out of NATO. Turkey needs to pay attention, as it could mean out of NATO. The European Union needs to pay attention, as this “Clash” ilk appears to believe in Bat Ye’or’s crackpot notions about the EU and its relationships in the Mediterranean.

    The world needs to pay attention and be prepared to respond to this “clash” ilk that wants a new Cold War and useless conflicts based largely on religious differences. These “Innocence of Muslims” trouble-makers have no innocence.

    There is LIMITED freedom of speech, not absolute. Name me one place in the world that has absolute F.O.S.?

    Even the US (which I am not too familiar with), does not have absolute F.O.S. under the tribal totem fetish of the First Amendment. Tell that to Bradley Manning, Awlaki & Assange.

    Can one slander, libel, break copyright laws, swear at a policeman, give false trades descriptions, use racist hate speech, publicise defense/trade secrets?

    Are the self-proclaimed defenders of free speech, on principle, also defending the rights of what Western society criminalizes? (eg. pedo porn).

    Anyone else remember The Beatles in 1966 comment by Lennon made in March that year launched a backlash against The Beatles from religious and social conservatives in the United States. In an interview with British reporter Maureen Cleave published in the Evening Standard on 4 March,[9] Lennon had offered his opinion that Christianity was dying and that The Beatles were “more popular than Jesus now When Datebook quoted Lennon’s comments five months later in August 1966, vociferous protests broke out in the southern United States. The Beatles’ records were publicly burned, press conferences were cancelled and threats were made. The protest spread to other countries including Mexico, South Africa and Spain; there were anti-Beatles’ demonstrations and their music was banned on radio stations. The controversy erupted on the eve of the group’s US tour, and the anger and scale of the reaction led their manager, Brian Epstein, to consider cancelling the tour.

    Going ape ever every time someone says somemthing about Islam is not the answer it only make muslims and the religion look bad and gives loons fuel heck it allows the anti muslim retired people to come back to make extra money. Best thing to do is to ignore it.

    There were no protests against the movie by Muslims in Russia. Putin and his Christian supporters are using the the anti-Islam movie as a pretext to shut down YouTube and other social media because it’s popular with the supporters of the “blasphemous” punk rock group Pussy Riot and anti-Putin protesters.

    I strongly believe that it will take international pressure, from private groups and individuals, but also governments and international organizations to arm-twist YouTube into including proactive and Islamophobic videos into its user policies for removal.

    Provocation should also be regarded as hate speech and unacceptable – but with anti-Islam video, it’s intended to spread Islamophobia by the reaction that is gained from provocative videos, reactions that the “films” are intended to get…

    Perhaps Russia, and other nations and international organizations are coming to realize that there is, indeed an ilk of radicals and extremists on the far right wing who want a Huntington “clash of civilizations” kind of world. For Russia, this means being defined as part of “Orthodox civilization” (whether Russia likes it or not) and being in perpetual conflict with “the West” (again- if Russia like it or not). Russia will also make a few friends with “Muslim” countries by banning YouTube.

    YouTube brought this upon itself — and as I’ve said – YouTube has become an Internet sewer where vile and degenerate scum of the Internet live and breed…
