LE BOURGET, France (AP) — Because of her choice to wear a headscarf, Samia Kaddour, a Muslim, has all but abandoned trying to land a government job in France. Soon, some private sector jobs could be off limits, too.

French President Francois Hollande says he wants a new law that could extend restrictions on the wearing of prominent religious symbols in state jobs into the private sector. His new tack comes after a top French court ruled in March that a day care operator that gets some state funding unfairly fired a woman in a headscarf, sparking a political backlash.

As Christians celebrated Easter on Sunday, Kaddour attended the four-day Annual Meeting of Muslims of France in Le Bourget, north of Paris. The convention, which last year drew some 160,000 faithful and was expected to grow this year, is billed as the largest annual gathering of its kind in Europe. It is in its 30th year and ended Monday.

French law bars state employees from wearing prominent religious symbols such as Muslim headscarves, Jewish skullcaps or large Christian crosses in public schools, welfare offices or other government facilities. Two years ago, France banned Muslim veils that cover faces, such as the niqab, which has a slit for the eyes, or the mesh-screen burqa, from being worn anywhere in public.

Meeting leaders say France has made progress in accepting Muslims and noted that, unlike 30 years ago, women wearing headscarves today rarely draw suspicion, scowls or curiosity. Still, many Muslims — and even some Roman Catholics and Jews — fear France’s insistence on secular values first enshrined in the French Revolution more than two centuries ago is unfairly crimping their ability to express their religious beliefs freely.

They also worry that Hollande’s Socialist government, like a conservative one before it, wants to score political points.

“Islam has become a political instrument,” said Kaddour, 26, who is a community activist from the English Channel port city of Le Havre and one of 10 children of Algerian-born parents who moved to France for plentiful jobs during its economic boom times decades ago. “Islam is always brandished whenever there is internal political discord.”

Most mainstream politicians insist Islam is not being targeted. But a backlash erupted after the Court of Cassation ruled in March that Baby Loup, a private-sector day care operator that gets some state funding, unfairly fired a woman who wore a headscarf to work. The far-right railed at the decision, and even Interior Minister Manuel Valls expressed regret over it.

Wading into the debate in a prime-time TV interview on Thursday, Hollande suggested new limits are needed on Muslim headscarves, saying that “when there is contact with children, in what we call public service of early childhood … there should be a certain similarity to what exists in (public) school.”

“I think the law should get involved,” he added.

Many Muslims fear an encroaching Islamophobia, while proponents of such measures insist they counter extremism and act as a rampart to protect France’s identity against inequality. Polls show that most French people support at least some restrictions on religious symbols.

France, with an estimated 5 million-6 million Muslims whose families mostly have origins in former French colonies in north Africa, is at the forefront of addressing the challenges that many European countries are facing about how to integrate their sizeable ethnic and religious minorities on a continent where white Christians have dominated the political landscape for centuries.

Bristling against stereotypes in many corners of the West that Muslims are closet radicals or even terrorists, leaders of the convention in Le Bourget preached peace and justice. And after prayers and praise of Islam’s Prophet Muhammad, convention leaders led a song in Arabic in a vast meeting hall with thousands in the audience — and some up on the dais waved French flags.

In another convention hall, vendors offered items such as headscarves, sweet pastries or T-shirts emblazoned with the saying ‘Don’t Panic, I’m Muslim,’ while mothers pushing strollers and others wandered through the crowd. Several other stalls took up political issues such as support for Palestinians or war-weary Syrians. Nearby, men kneeled in rhythmic unison for afternoon prayers.

Kaddour said many Muslims regret that their faith is in the political crosscurrents again in France. But she said she’s not discouraged enough yet to want to leave.

“Many others feel that way too: We are French and we have our place to claim and our future to establish in France,” she said. “I’m not a foreigner. I’m French. I want to live in France, I love this country. Even if it has trouble liking us, we are going to do what’s necessary to live serenely in France.”

Kaddour says she plans to go back to school to get a higher degree, but has all but given up hopes for a state job. And in France, that matters: the European Union says more than half of France’s gross domestic product comes from government spending — potentially curbing the work options for headscarf-wearing Muslims such as Kaddour if the ban is broadened.

“A state job, unfortunately…” she said, her voice trailing off. “When I go into job interviews, I wear my headscarf. No results.” She admits that she doesn’t always know why — it could just be her skill set isn’t sufficient — but suspects her religion plays a role, too.

Kaddour says her future career seems increasingly limited to independent, private practice work. She currently works for a small community group devoted to improving understanding of Islam, called Le Havre de Savoir, or The Haven of Knowledge.

At a time of double-digit unemployment rates in France, a nation of 65 million, such restrictions to job access hit headscarf-wearing women especially hard: Muslim men in France don’t usually wear visible religious garb.

Ahmed Jaballah, the head of the Union of Islamic Organizations of France, a major Muslim group that helped organize the conference, said the “rather morose ambiance” over France’s sluggish economic growth recently hasn’t helped Muslims’ aspirations, suggesting that a search for scapegoats is politically appealing. He said he’s concerned about the government’s plans.

“Unfortunately, Muslims have the impression today that secularism is being shaped based on Muslim practices, and that’s worrisome,” he said in an interview. “Everybody always talks about secularism, how it’s not just about Muslims. But in fact, Muslims are targeted. Nobody is fooled.”

“Muslims wonder: Can we trust secularism?” he said. “Remember the French slogan: ‘Liberte, Egalite, Fraternite.’ Today, we want this fraternity to be real.”

A Palestinian woman waiting at a light rail station in Jerusalem on Monday was attacked and stripped of her headscarf by religious Jewish women, Israeli newspaper Ma’ariv reported Tuesday.

According to bystanders, a young Jewish woman punched the Palestinian suddenly as she was passing by the station. A friend of the assailant began aiding her in beating the Palestinian, pushing her against the wall, and ultimately ripping off her headscarf.

The Palestinian was accompanied by an old man who tried to push the attackers away to no avail.

The event occurred at about three o’clock in the afternoon. It is unclear whether the incident involved only the two assailants mentioned in witness accounts, or a larger group shown in the photo.

“There were about 100 Orthodox and yeshiva students who disembarked the tramway and spotted an Arab woman accompanied by an older man,” a witness, who photographed the event, told Ma’ariv.

“It developed into arguing and yelling, and I don’t know what the content was that everyone jumped on her.”

According to the witness, an activist named Dorit Jordan Dotan, a municipality security officer passively watched the event and seemed to be smiling. Many residents also stood by.

“The entire time, the guard stood and smiled and did not even try to break up the fight,” a witness said.

Dotan confirmed that the incident took place at the station where a group of young people had just arrived from the train, but seemed to downplay the event by suggesting the attackers were intoxicated.

“Young people drink a lot of wine for Purim. Screams were heard everywhere. A woman tried to fight [the Jewish students] but they yelled at her not to dare touch the Jews and continued to beat [the Arab woman],” Dotan said.

Following publication in Ma’ariv, police launched an investigation into the case.

“It’s a shame that the Arab whore didn’t die”

On the day the report was published, Israeli police officer Ariel Shapiro re-posted the article on his Facebook page and issued a chilling endorsement: “Very good,” wrote Shpiro “It’s a shame that the Arab whore didn’t die.”

The message was publicized by Palestinian Member of Knesset Ahmad Tibi.

Israeli army and police officers have come under fire in recent weeks for showcasing dehumanizing images of and slogans about Palestinians. The most famous of these is an Instagram photo of Mor Ostrovski, 20, showing the crosshairs of a rifle being aimed at the head of a Palestinian boy.

The French government has overturned a 200-year-old ban on women wearing trousers.

The Minister of Women’s Rights, Najat Vallaud-Belkacem, said that the ban was incompatible with modern French values and laws.

She said the law, imposed on November 17, 1800, had in effect already been rescinded because of incompatibility.

The move to formally repeal the law followed a parliamentary question asked last year.

According to the law, women needed to have the permission of local police if they wanted to “dress like a man” and wear trousers.

Though it has been ignored for decades, formally it remained on the statute books.

Ms Vallaud-Belkacem said the original law had been intended to prevent women doing certain jobs.

“This order was aimed first of all at limiting the access of women to certain offices or occupations by preventing them from dressing in the manner of men,” she said.

It was modified in 1892 and 1909 to allow women to wear trousers if they were “holding a bicycle handlebar or the reins of a horse”.

During the French Revolution, Parisian women had requested the right to wear trousers and working-class revolutionaries became known as “sans-culottes” for wearing trousers instead of the silk-knee breeches preferred by the bourgeoisie.

Court rules against headscarf ban in Swiss school

NZZ am Sonntag reports that the Administrative Court in the Swiss canton of Thurgau recently lifted a headscarf ban imposed by a school in Bürglen.

In the spring of 2011 the school issued written reprimands to two 14-year-old Muslim students of Albanian heritage and threatened to exclude them from attending classes because they wore headscarves, which it was claimed breached the school’s dress code. Later that year the students’ appeal against the decision was rejected by the Thurgau department of education, on the grounds that the headscarf was the kind of clothing that was likely to cause unrest in a group.

This contradicted a general recommendation from the department to the canton’s schools two years earlier, which stated: “A headscarf worn by a student does not disturb the class. There is therefore no reason to prohibit this.” The students’ lawyer argues that there is no evidence that they disrupted the class in any way, and that a number of their fellow students have in fact expressed support for their right to wear the headscarf.

In upholding the students’ appeal against the ban the Administrative Court found that there was not a sufficient legal basis for a prohibition of the headscarf and that the school’s action was disproportionate. The Bürglen school states that it will take the case to the Federal Court. In the meantime the two students continue to wear their headscarves.

Headscarf debate highlights Russian Muslims’ grievances

Does wearing the headscarf to public school violate the separation of religion and state? Is it a simple matter of following the dress code?

The issue of headscarfs is exacerbated by the perceived double standards of the Russian state privileging one religion over all others, in this case Orthodox Christianity. Perhaps Putin’s framing of the issue as one of protecting secularism would be taken more seriously if he were consistent in his actions.

(Reuters) – A ban on girls wearing the Islamic headscarf to a school in southern Russia has angered Muslims and forced President Vladimir Putin, who has robustly defended the Orthodox Church, to affirm that Russia is a secular state.

Muslims in the town of Kara Tyube in the Stavropol region say the ban on the hijab at School No. 12 forces their children to choose between their religion and a state education.

“The principal phoned me personally and told me to come and take my children home because from now on they will not be allowed to attend lessons in Islamic dress,” said Ravil Kaibaliyev, whose daughter Marian was barred from her middle school because of the white headscarf she wore every day.

“To force her (to remove her headscarf) would violate her integrity. She would be torn in a conflict between her soul and the others around her, and I think that is wrong,” said Kaibaliyev, wearing a long beard and white prayer cap.

The school’s principal, Marina Savchenko, said she had received threats over her decision, but did not regret it.

“Here everything should be very simple: it is an institution, so it’s a secular dress code, business-dress style. That’s all. End of discussion,” she said outside the school.

It is Marian Kaibaliyev’s misfortune to live in an area of Russia not recognized as Muslim enough to justify special recognition for Islamic practices.

In Tatarstan, female students freely wear headscarves to school. In Muslim Chechnya, which borders Stavropol and was the site of two separatist wars, a headscarf that covers a student’s hair is part of an accepted dress code.

But in regions where they are in a minority, many of Russia’s 15-20 million Muslims complain that their rights count for less than those of their Russian Orthodox counterparts.

DEFENDER OF FAITH

Putin received strong backing from the Russian Orthodox Church in his election campaign this year.

He cast himself as a defender of faith when he attacked an anti-government protest in February in Moscow’s main Orthodox cathedral by the punk band Pussy Riot as an attack on Russians’ religious sensitivities.

But when he was asked last week about the situation at School no. 12 in a meeting with civic leaders, Putin came down squarely on the side of secularism.

“We should respect people’s religious feelings but we should always proceed from the fact that we live in a secular state,” he said, suggesting that Muslim headscarves could violate the principle of separation of religion and state.

Russia’s Muslims, however, having seen the Orthodox Church grow in strength and influence since the end of communism, are growing increasingly ready to assert their religious identity.

They point to the fact that Moscow has only five mosques despite a population of 2 million faithful, and say that repeated applications to build more have been refused.

Abdullah Mukhametov, a Muslim political and religious analyst, said such grievances were often dismissed by authorities, who tended to try to fob Muslims off with token offerings, such as a ban on the crude anti-Islam video ‘Innocence of Muslims’ posted on the Internet.

“We can talk about the need to protect the religious freedoms and sentiments of all Russians,” he said, “but at the end of the day there is a distinct feeling that some religions are simply more equal than others.”

A secularism that feels threatened by a piece of cloth worn by young women is a weak secularism. I hope these women continue to go to school and fight within the law for their right to choose to wear or not wear the hijab.

Production tells story of a Muslim woman’s journey

COLD SPRING — A unique, touring production that attempts to dispel stereotypes of Muslims in America made a stop at the Cold Spring branch of the Great River Regional Library Tuesday night.

About 40 audience members were treated to a performance of “Hijab Tube,” a production of Minneapolis’ Mixed Blood Theatre. The library has hosted other Mixed Blood productions.

This is the third year “Hijab Tube” has toured the state. It has made stops in Central Minnesota, as well as Iowa, Canada and Nebraska. The tour continues through May 6. The family show has been performed at colleges, community centers, and middle and high schools.

“The reaction (of audiences) has been tremendous,” said Artistic Director Jack Reuler. The majority of attendees around the region had been learning some basics about Islam. For other audience members, it meant seeing themselves — another Muslim person — on stage.

“When they see this play, they see themselves reflected in a positive light,” he said.

The short play follows a 20-year-old Muslim woman’s journey of identity, exploring what it means to be a Muslim in general and what it means to her.

She’s a second-generation immigrant who takes a comparative religion class at her university. She decides to take on the idea of wearing a hijab, a head covering. Her family doesn’t follow the tradition. But the play looks at a variety of ways that Islam and Muslims are seen in America.

The playwright’s premise is that Islam can be separated from the dogma of a certain country’s politics, Reuler said.

“Islam in American really holds the promise of hope,” Reuler said. The play attempts to debunk some myths and draw comparisons and similarities between the Judeo-Christian and Muslim traditions.

“It’s far more of a cultural play than a religious play,” he said.

The cast of the play comes from Muslim families whose roots are in Iran, Nigeria and Saudi Arabia — but all were born in the U.S.

After the play, they stick around to hold a brief question-and-answer session. There are questions about how a mosque works, the role of an Iman and the difference between Islam and a Muslim.

“Having a conversation is really the start,” said Sarah Siadat, who plays the main character Rubiya. She said the sessions afterward are her favorite part.

Barb Omann, an English teacher at Rocori High School, encourages her students to attend out-of-school activities with a global perspective like “Hijab Tube,” and gives them extra credit for doing so.

Andrea Overman, a Rocori 10th-grader, is doing a school report on Malcom X, who converted to Islam. She came to get a different perspective .

“I wanted to get a perspective other than his,” she said.

A woman in Canada admits she once held stereotypical views of modest clothing, largely because her impressions of Muslim women were shaped almost exclusively by the media.  A 2010 Time Magazine article found widespread prejudice against Muslims, though 62% of Americans polled didn’t personally know a single Muslim.

Jenn Hardy’s positive experience with a daycare run by Muslim woman who wears a face veil dramatically transformed her views.

‘What if my daughter is afraid of her?’

I used to glare at niqab-wearing women on the street, but then I opened my heart and mind – to a wonderful daycare provider

Not too long ago, if I saw a woman walking down the street with her face covered by a niqab, I would feel it was my duty to glare. As a non-religious feminist, I had decided that a woman who covers her face is oppressed – that she is uneducated, and that her husband is making her cover up because he’s crazy and/or jealous.

OK, I’m exaggerating a little, but you get the point.

And yet until two months ago, I didn’t even really know a single Muslim. I went to high school in an Ottawa suburb, where I was baptized a Catholic so that I could qualify for schooling in the Catholic school system, which was considered better than the more open public system.

We had one year of religious education that gave us a glimpse of world religions. But I’m pretty sure my education about Islam came mainly from CNN, or Fox. I went to university in a small town in Ontario. I didn’t meet any Muslims there, either.

My real education about Islam came very recently, courtesy of a Montreal daycare.

Last December, I was seeking daycare for my daughter. At only 10 months old, she was still very dependent on her parents, and we wanted to find a place that would nurture her – rock her to sleep if need be, warm up my expressed breast milk and even be open to using our cloth diapers.

I punched our address into the magarderie.ca database, and the first one that came up was a 30-second walk from where we would be moving in a matter of weeks. The daycare provider, Sophie, had outlined her views on discipline, praise, healthy foods and the child-centred approach of Montessori. She was someone I felt I could get along with.

I phoned her and we talked for an hour, laughing and chatting and eventually deciding on a time to meet. She shared a great many of the values that my partner and I do. She was also highly educated, trained as a civil engineer.

Before we said goodbye, she added, “Oh, just so you know, I’m Muslim.”

I said I didn’t care, because I didn’t.

She assured me that her daycare didn’t teach religion. Cool.

But then she told me that when she’s in public, she covers her face.

She said the last time she didn’t warn a family over the phone that she wears the niqab, they walked into the meeting and then walked straight out.

I said I didn’t care, but when we got off the phone, I realized I did care. The first thing I thought was, “What if my daughter is afraid of her?”

My family drove over to meet Sophie, her husband and son.

She came to the door, dressed in black from head to toe.

It was the first time I had been in the same room as a woman wearing the niqab.

I felt nervous. But my daughter didn’t flinch.

The daycare was cozy; most of the toys were made of natural materials. There were lots of books, a reading corner and a birdwatching area. Books on Montessori activities lined the shelves. Nothing was battery-operated; there was no television.

It was perfect.

We spoke for a bit, all together in the room before Sophie’s husband put a hand on my fiancé’s back and they went downstairs to see the other half of the daycare. Once the guys left, Sophie took off the niqab.

I could feel my heart and my mind open at that very moment.

My daughter has been going to this daycare for more than two months now, and we are very happy with the care she is given.

When they are inside with the children, the daycare providers (the majority of whom are Muslim) are mostly dressed in plain clothes – jeans and a sweater, long hair pulled back in a loose ponytail. These women do not cover their faces in the presence of children, women or close family.

My daughter isn’t afraid of any of the women who take care of her, whether they have their faces covered or not. On the contrary, she reaches out to them for a hug every morning. To my daughter, the women who work at the daycare are simply the women who hold her when she’s sad, wipe blueberries off her face, clean her snotty nose and change her cloth diapers.

My daughter isn’t growing up with the same ideas about Muslim women that I did.

I’m glad she’s learning something in daycare.

So am I.

Queen’s headscarf causes row

Queen Beatrix of the Netherlands, who is in Abu Dabi, wore a headscarf when she visited the Sheikh Zayed Mosque this morning out of respect for the customs, traditions and conventions of Islam, says Foreign Minister Uri Rosenthal. The queen is on a two-day state visit to the United Arab Emirates.

“Not to have worn one during a visit to a mosque wasn’t an option. In that case, the invitation to visit to the mosque, one of the most important in the United Arab Emirates, would’ve had to have been refused,” explained Mr Rosenthal.

‘Oppression’
His comments come in response to criticism from the Freedom Party (PVV) about the clothing worn by Queen Beatrix and Crown Princess Máxima who, with her husband Prince Willem-Alexander, is part of the royal party visiting the UAE. The PVV had complained that, by wearing a headscarf, the queen was lending legitimacy to the oppression of women under Islam.

Mr Rosenthal pointed out that Queen Beatrix also adjusts the way she dresses when she visits synagogues and cathedrals.

‘Waste of time’
The democrat D66 party was quick to point out that PVV leader Geert Wilders himself wears a yarmulke when he visits the Wailing Wall in Jerusalem. Green Left MP Tofik Dibi not only slammed Mr Wilders’ comments about the queen’s dress but also the responses to them as a waste of time. (emphasis mine)

“They told me to remove it… they humiliated me in front of my peers,” she told El Mundo newspaper.

The 14-year-old girl, who lives in Madrid, decided to wear hijab this summer.

Her parents became outraged by the expulsion and described it an “abuse,” reporting the case to judiciary officials.

This comes while there are no clear guidelines prohibiting the wearing of headscarves in state schools in Spain.

Muslims currently account for just over one million of Spain’s 46-million population.

Muslims in Spain have been witnessing a growing trend of Islamophobia as e hostility towards the expressions of Islamic symbols and practices grows in the European state.

The discriminatory policies on the rise in Spain clearly breach the country’s Law of Religious Freedom, as well as the International Human Rights law.
